2. DECLARATIONS OF INTEREST
Members of the Council should disclose personal or prejudicial
interest/s in any item/s on this agenda. You have a personal interest if
the issue being discussed in the meeting affects the well-being or
finances of you, your family or your close associates more than most
other people who live in the area affected by the issue. Personal
interests are also matters that relate to an interest you must register.
Prejudicial interests are personal interests that affect you, your
family, or your close associates in the following ways: their finances,
or regulatory functions such as licensing or planning which affect them
and which a reasonable member of the public with knowledge of the facts
would believe likely to harm or impair your ability to judge the public
interest.
If you have a personal interest you must normally declare it at the
meeting. If the personal interest arises because of your membership of
another public body, you only need to declare it if you intend to speak.
If you have both a personal and prejudicial interest you must declare it
and leave the room although you do have the same right as a member of
the public to make representations, give evidence and answer questions
about the matter.
Whenever possible, and if in doubt, advice should be sought from the
Clerk prior to the meeting.
3. MINUTES
To approve and sign the minutes of the meeting held on 8 June 2011,
attached.
4. FINANCIAL MATTERS
The Clerk will report on the schedule of payments to be made following
the meeting. A copy of the schedule is attached.
Please contact the Clerk before the meeting if you have any queries on
the items listed.
RECOMMENDATION: To approve the schedule of payments attached at
Appendix 1.
5. HAWKINGE COMMUNITY FOOTBALL AND SPORTS TRUST
REPORT HPC/11/07 provides details of the handover of the completed
Pavilion to the Parish Council, the arrangements for the Official
Opening and details of the Exit Strategy and the responsibilities of the
Trust as it takes over the running of the Building and the Grounds from
the Parish Council.
6. ARRANGEMENTS FOR HAWKINGE FUN DAY – 10 SEPTEMBER 2011
REPORT: The Parish Council will be in attendance at the Fun Day on 10th
September 2011 and it is necessary to purchase a second gazebo for use
on the day. The Council has in previous years used this Day as an
opportunity to seek the views of the public with regard to the Parish
Plan and other major projects it has planned.
The Council is requested to provide an outline of the schemes it would
like to promote and engage with the local community about this year.
Suggested topics include the provision of recreation equipment,
promotion of the new sports pavilion and the maintenance of recreation
and amenity spaces generally.
7. CHRISTMAS CAROL CONCERT AND CHRISTMAS TREE LIGHTING DECEMBER
2011
REPORT: In previous years the Parish Council has held its Christmas
Carol Concert in December and has invited Hythe Town Band and more
recently local artists to perform a Christmas repertoire. The three
local primary schools are invited to attend and are major contributors
to the event.
The Parish Council also provides a lit and decorated Christmas Tree in
Canterbury Road, outside the Village Hall which benefits all users of
the local shops and the local community generally.
The Council is requested to determine if it wishes to provide these
events this coming year.
8. KENT ASSOCIATION OF LOCAL COUNCIL’S – COUNCILLORS’ CONFERENCE
23 JULY 2011
REPORT: A copy of the programme for the Councillor Conference is
attached. Councillors are asked to let the Clerk know if they would like
to book a place and to note that there are no places left on the
afternoon workshops.
9. FINANCE AND GENERAL PURPOSES COMMITTEE – 6 JULY 2011
To receive and adopt the minutes of the Finance and General Purposes
Committee of 6th July 2011. With the exception of the minute relating to
Frank and Betty’s Field which is on this agenda at item number 10 (To
Follow)
RECOMMENDATION: To receive and adopt the minutes of the Finance
and General Purposes Committee of 6th July 2011.
10. FRANK AND BETTY’S FIELD
On 6 July 2011, the Finance and General Purposes Committee considered
report FC/11/05 which provides an update with regard to the management
plan and a request for funds to enable further works to be carried out
on behalf of the Council.
The Committee:
RESOLVED TO RECOMMEND TO THE PARISH COUNCIL
To make provision for funding of up to £1,000 for the maintenance works
to be undertaken.
11. PLANNING MATTERS
To receive the minutes of the meeting of the Planning and Development
Committee of 28 June 2011 giving details of the responses sent to the
District Council by the Planning and Development Committee for
endorsement.
At the Annual Parish Council Meeting on the 18th May the Council
nominated four Councillors on to the Planning and Development Committee.
The quorum for the meeting is three and due to Councillors offering
their apologies it has been necessary to cancel some meetings.
The Council is requested to nominate two further Councillors on to this
Committee to ensure the business of the Council is transacted. The
Committee meets every other Tuesday afternoon at 2.30pm at the Hawkinge
Community Centre.
RECOMMENDATION:
1. To receive and adopt the minutes of the Planning and Development
Committees of 28 June 2011.
2. To nominate two additional Councillors to serve on the Planning and
Development Committee

12. CORRESPONDENCE
There are no items of correspondence attached.
13. EXCLUSION OF THE PUBLIC
To exclude the public and press from the meeting by virtue of the Public
Bodies (Admission to Meetings) Act 1960, by reason of the confidential
nature of the business to be transacted.
14. SALE OF SPITFIRE LEISUREDROME
The Clerk will give an update on the progress of the sale.
