926. DECLARATIONS OF INTEREST
There were no declarations of interest.
927. MINUTES
Minutes of the meeting held on 9 March 2011 were submitted, approved as
a correct record and signed by the Chairman.
928. FINANCIAL MATTERS
The Clerk circulated the schedule of payments to be made following the
meeting. A copy of the schedule is attached as Appendix 1.
The Council has received a Non Domestic Rates Demand Notice in respect
of the Spitfire Leisuredrome in the sum of £3507.30 for the Financial
year 2011/12. The District Council were written to as the Parish Council
has received an exemption under Government legislation in previous
years. In response the Parish Council has been advised that this is no
longer available and the full amount is payable. The sum will be vired
from the reserve account to cover this commitment.

1. To receive and adopt the schedule of payments attached at Appendix 1.
2. To enter a Direct Debit agreement to pay the rates in respect of the
Spitfire Leisuredrome on a monthly basis.
3. To transfer funds from the reserve to meet the commitment.

929. REVIEW OF PERFORMANE AGAINST TARGETS
REPORT HPC/10/10 sets out progress made in achieving the approved
projects using Section 106 funds from the Community Facilities and
Transportation funds available in Hawkinge.

1. To receive and note Report HPC/10/10
2. To continue work to provide two Multi User Games Areas.
3. To pursue a traffic management scheme in Mill Lane.
4. To write to Kent Highways with a copy to the County Councillor
requesting that the overgrown vegetation in the verges on Mill Lane be
cut back.
5. To work with Kent Highways to provide alternative schemes using the
funds available.

930. PARISH COUNCIL TARGETS AND OBJECTIVES 2011/14
REPORT HPC10/11 sets out areas for development and targets and
objectives to focus its work over a three year period.

931. DATE OF ANNUAL PARISH COUNCIL MEETING – 18 MAY 2011
Councillors noted that the Annual Parish Council meeting will take place
on Wednesday 18th May 2011. This will allow sufficient time for the
summons to be served following the Parish Council Elections on 5 May
2011.

934. HAWKINGE COMMUNITY FOOTBALL AND SPORTS TRUST – UPDATE 7
Update 7 is a joint update to the Parish Council and the Hawkinge
Community Football and Sports Trust which gives details on the progress
of the project.

935. PLANNING MATTERS
The minutes of the meeting of the Planning and Development Committee of
28 March 2011 listing the planning applications received since the last
meeting of the Council were presented giving details of the responses
for endorsement, sent to the District Council by the Planning and
Development Committee.

936. CORRESPONDENCE
Correspondence was reported as follows:
No report of the Community Warden for March 2011 as Tanya Clark was on
sick leave. (i) Notification of Parish and Town Council Seminar on 17
June to be held over until the new Council is elected.
The correspondence folder is available to all councillors in the
Hawkinge Parish Council Office.
937. EXCLUSION OF THE PUBLIC

RESOLVED: To exclude the public and press from the meeting by
virtue of the Public Bodies (Admission to Meetings) Act 1960, by reason
of the confidential nature of the business to be transacted.

938. SPITFIRE LEISUREDROME
REPORT HPC/10/12 provides details of a proposal received by the Council
for the purchase of the Spitfire Leisuredrome. An addendum providing
details of a further offer was circulated at the meeting.

1. To proceed with the sale of the Spitfire Leisuredrome to the
purchaser detailed in the addendum to confidential Report HPC/10/12
circulated at the meeting.
2. To instruct the Council’s Solicitor to prepare draft contracts for
the sale.
939. PARISH MAINTENANCE CONTRACTS
REPORT HPC/10/13 provides details for the renewal of the Council’s
Grounds Maintenance Contract for 2011/12 and beyond.

2. To waive Financial Regulation 11.1(h) under the provision of 11.1(c)

940. CANTERBURY ROAD FLOWERBEDS
REPORT: PC/10/14 sets out the additional quotations for the schemes
requested by the Council at its meeting on 9 March 2011.

2. To ask Shepway District Council to grant the release of funds from
the Section 106 Transportation Allocation to pay for the flowerbed

upon receipt of this confirmation, to reconsider the options contained
in the Report.
