speakers will be limited to five (time limit 3 minutes).

1. APOLOGIES FOR ABSENCE
2. DECLARATIONS OF INTEREST
Members of the Council should disclose personal or prejudicial
interest/s in any item/s on this agenda. You have a personal interest if
the issue being discussed in the meeting affects the well-being or
finances of you, your family or your close associates more than most
other people who live in the area affected by the issue. Personal
interests are also matters that relate to an interest you must register.
Prejudicial interests are personal interests that affect you, your
family, or your close associates in the following ways: their finances,
or regulatory functions such as licensing or planning which affect them
and which a reasonable member of the public with knowledge of the facts
would believe likely to harm or impair your ability to judge the public
interest.
If you have a personal interest you must normally declare it at the
meeting. If the personal interest arises because of your membership of
another public body, you only need to declare it if you intend to speak.
If you have both a personal and prejudicial interest you must declare it
and leave the room although you do have the same right as a member of
the public to make representations, give evidence and answer questions
about the matter.
Whenever possible, and if in doubt, advice should be sought from the
Clerk prior to the meeting.
3. MINUTES
To approve and sign the minutes of the meeting held on 9 March 2011.
4. FINANCIAL MATTERS
The Clerk will report on the schedule of payments to be made following
the meeting. A copy of the schedule is attached.
The Council has received a Non Domestic Rates Demand Notice in respect
of the Spitfire Leisuredrome in the sum of £3507.30 for the Financial
year 2011/12. The District Council were written to as the Parish Council
has received an exemption under Government legislation in previous
years. In response the Parish Council has been advised that this is no
longer available and the full amount is payable.
RECOMMENDATION:
1. To approve the schedule of payments attached at Appendix 1.
2. To enter a Direct Debit agreement to pay on a monthly basis.
3. To transfer funds from reserve to meet the demand.

5. REVIEW OF PERFORMANCE AGAINST TARGETS
REPORT HPC/10/10 sets out progress made in achieving the approved
projects using Section 106 funds from the Community Facilities and
Transportation funds available in Hawkinge.
6. PARISH COUNCIL TARGETS AND OBJECTIVES 2011/14
REPORT HPC/10/11 sets out areas for development and targets and
objectives to focus its work over a three year period.
7. DATE OF ANNUAL PARISH COUNCIL MEETING - 18 MAY 2011
Councillors are asked to note that the Annual Parish Council meeting
will take place on Wednesday 18th May 2011. This is allow sufficient
time for the summons to be served following the Parish Council Elections
on 5 May 2011.
8. FINANCE AND GENERAL PURPOSES COMMITTEE
To receive the minutes of the Finance and General Purposes Committee of
24 March 2011, attached.
RECOMMENDATION: To receive and adopt the minutes of the Finance
and General Purposes Committee of 24 March 2011.
9. PROJECT UPDATE 25
Update number 25 which gives updates on the Parish Council’s Projects
will be circulated at the meeting.
RECOMMENDATION: To receive and note the Update 25.
10. HAWKINGE COMMUNITY FOOTBALL AND SPORTS TRUST – UPDATE 7
Update 8 attached is a joint update to the Parish Council and the
Hawkinge Community Football and Sports Trust which gives details on the
progress of the project.
RECOMMENDATION: To receive and note Update 2010/7.
11. PLANNING MATTERS
To receive the minutes of the meeting of the Planning and Development
Committee of 28 March 2011, attached giving details of the responses
sent to the District Council by the Planning and Development Committee
for endorsement.
RECOMMENDATION: To receive and adopt the minutes of the Planning
and Development Committees of 28 March 2011.

12. CORRESPONDENCE
There are no items of correspondence attached to this agenda.
13. EXCLUSION OF THE PUBLIC
To exclude the public and press from the meeting by virtue of the Public
Bodies (Admission to Meetings) Act 1960, by reason of the confidential
nature of the business to be transacted.
14. SPITFIRE LEISUREDROME
REPORT HPC/10/12 provides details of a proposal received by the Council
for the purchase of the Spitfire Leisuredrome.
15. PARISH MAINTENANCE CONTRACTS
REPORT HPC/10/13 provides details for the renewal of the Council’s
Grounds Maintenance Contract for 2011/12 and beyond.
16. CANTERBURY ROAD FLOWERBEDS
REPORT HPC/10/14 sets out the additional quotations requested by the
Council at its Meeting on 9 March 2011.
