2. DECLARATIONS OF INTEREST
Members of the Council should disclose personal or prejudicial
interest/s in any item/s on this agenda. You have a personal interest if
the issue being discussed in the meeting affects the well-being or
finances of you, your family or your close associates more than most
other people who live in the area affected by the issue. Personal
interests are also matters that relate to an interest you must register.
Prejudicial interests are personal interests that affect you, your
family, or your close associates in the following ways: their finances,
or regulatory functions such as licensing or planning which affect them
and which a reasonable member of the public with knowledge of the facts
would believe likely to harm or impair your ability to judge the public
interest.
If you have a personal interest you must normally declare it at the
meeting. If the personal interest arises because of your membership of
another public body, you only need to declare it if you intend to speak.
If you have both a personal and prejudicial interest you must declare it
and leave the room although you do have the same right as a member of
the public to make representations, give evidence and answer questions
about the matter.
Whenever possible, and if in doubt, advice should be sought from the
Clerk prior to the meeting.

4. FINANCIAL MATTERS
The Clerk will report on the schedule of payments to be made following
the meeting. A copy of the schedule is attached.

5. FINANCE AND GENERAL PURPOSES COMMITTEE – 26 OCTOBER 2011
To receive and adopt the minutes of the Finance and General Purposes
Committee of 26th October 2011, with the exception of 251, Report
FC/11/10 (Community Governance Review and Town Status.)
RECOMMENDATION: To receive and adopt the minutes of the Finance
and General Purposes Committee of 26 October 2011, with the exception of
minute 251 (Report FC/11/10 Community Governance Review and Town Status)
6. COMMUNITY GOVERNANCE REVIEW AND TOWN STATUS
REPORT HPC/11/14 gives details of a Community Governance Review of
Hawkinge Parish Council and an option for the Council to adopt the
status of a Town. The Report encloses REPORT FC/11/10 which was
considered by the Finance and General Purposes Committee on 26 October
2011.
7. SALE OF SPITFIRE LEISUREDROME
REPORT: The sale of the Spitfire Leisuredrome has been completed and the
sale proceeds have been received.
8. CHRISTMAS CAROL CONCERT 4 DECEMBER 2011
An update on arrangements for the carol concert will be circulated at
the meeting, together with an update on the arrangements for the
provision of the Christmas Tree.
9. PLANNING MATTERS
To receive the minutes of the meeting of the Planning and Development
Committee of 18 October and 1 November 2011 giving details of the
responses sent to the District Council by the Planning and Development
Committee for endorsement.
RECOMMENDATION: To receive and adopt the minutes of the Planning
and Development Committee of 18 October and 1 November 2011.

10. CORRESPONDENCE
There are no items of correspondence attached.
11. EXCLUSION OF THE PUBLIC
To exclude the public and press from the meeting by virtue of the Public
Bodies (Admission to Meetings) Act 1960, by reason of the confidential
nature of the business to be transacted.
12. SPITFIRE LEISUREDROME
The Clerk will provide an update on the details of the sale of the
Leisuredrome reported at item 7 above.
13. OPEN SPACES
REPORT PC/11/15 explores options for the future maintenance of open
spaces in Hawkinge.

I have lived in Hawkinge for the past 6 years and go past the leisuredrome daily. I see that it has been sold. The building has fascinated me as I have not seen one like it anywhere else in Uk. It seems to me that it is an historical building that should be preserved in some way. I hope it isn't being demolished for yet MORE houses. It would be a good place to make into a youth centre for this ever growing village and give the youth somewhere of their own to go and to use.
