995. DECLARATIONS OF INTEREST
Councillor J Heasman declared a personal interest in minute 1001
(Village Hall Management Committee) by virtue of the fact that he is on
the Village Hall Management Committee as a Trustee.
996. MINUTES
The minutes of the meeting held on 14 September were submitted, approved
as a correct record and signed by the Chairman.
997. FINANCIAL MATTERS
The schedule of payments to be made following the meeting had been
circulated with the Agenda. A copy of the schedule is attached as
Appendix 1.

998. NOTICE OF CONCLUSION AUDIT OF ACCOUNTS YEAR ENDED 31 MARCH
2011
The Audit Commission has completed its work on the Parish Council’s
Audit for the year ended 31 March 2011 and has forwarded the Certified
Return. The statutory notices have been displayed.

FINANCE AND GENERAL PURPOSES COMMITTEE – 5 OCTOBER 2011
To receive the minutes of the Finance and General Purposes Committee of
5th October 2011, with the exception of the minute 242 Response to the
Boundary Commission and minute 245 relating to Report FC/11/06 Review of
Resources.

BOUNDARY COMMISSION FOR ENGLAND – REVIEW
REPORT PC/11/11 enclosed a copy of a letter received from Damian Collins
MP in respect of proposed changes to Parliamentary Constituencies for
future General Elections.

RESOLVED:
1. To receive and note the letter dated 13 September 2011 from Damian
Collins.
2. To not support in principle the proposed changes to the Parliamentary
Constituency Boundaries on the following grounds;
Logistically North Downs East should remain part of the Folkestone and
Hythe Parliamentary Constituency as it has very strong transport links
with Folkestone but not with Dover.
Folkestone Secondary Schools service the ward of North Downs East.
To recommend that Saxon Shore be returned to Ashford and North Downs
East remain in Folkestone and Hythe.
Parish Council would be disadvantaged as media and political links are
with Folkestone.
The recently submitted Core Strategy for the period up to 2026 includes
Hawkinge for infrastructure and planning purposes.
The costs of implementing these changes would be detrimental and
unnecessary.
3. To register and attend the Public Hearing in Maidstone on 3 and 4 of
November 2011 to take advantage of the opportunity to make
representation to an Assistant Commissioner.

VILLAGE HALL MANAGEMENT COMMITTEE
Councillor Hodgson reported on the recent Village Hall Management
Committee meeting where various works that needed attention were
identified and that the Committee had £6,000 to put towards the cost.
It was also reported that a letter had been received from the Village
Hall Management Committee advising that the Committee had been
unsuccessful in obtaining funding from other external sources.
The Chairman confirmed that the Village Hall was let to the Committee on
a full repairing lease.

To ask the Clerk to prepare a report outlining the options for the
Parish Council as Landlords in response to the request for funding for
essential repairs.

HAWKINGE COMMUNITY FOOTBALL AND SPORTS TRUST PROGRESS REPORT
REPORT PC/11/12 detailed the progress of the Trust from the Opening of
the Pavilion on 16 July to date.

To receive and note the progress of the Trust to date.
To allow the Trust a further 4 months to produce a detailed strategy
report for its future development.

PLANNING MATTERS
The minutes of the meeting of the Planning and Development Committee of
6 September and 4 October 2011 listing the planning applications
received since the last meeting of the Council were presented giving
details of the responses for endorsement, sent to the District Council
by the Planning and Development Committee.
The Chairman advised the Council that notification had been received
from Shepway District Council that planning application Y10/0711/SH in
respect of land to the North of Hawkinge Community Centre, a 670 sqm
supermarket had been refused.

CORRESPONDENCE
The Chairman congratulated Councillor T Hutt on the achievement of the
Queen’s Award to Voluntary Service as Station Manager for Folkestone
Coastwatch. This was recently presented to him by the Lord Lieutenant of
Kent.

Correspondence reported
Kent County Highways advice of works to the A260 Selsted Bends
Letter regarding lighting of beacons for the Diamond Jubilee on 4th June
2012, contact will be made with Hawkinge Cricket Club and Hawkinge
Community Football and Sports Trust to work together to ascertain if it
would be possible to have a bonfire as the Parish Council has no
suitable site of its own
Letter from S Carey, Kent County Councillor, offering assistance to
Parish Councils by way of any minor works that can be undertaken within
her budget.
The Clerk was requested to contact the Community Warden and compile a
list for submission.
