2. DECLARATIONS OF INTEREST
Members of the Council should disclose personal or prejudicial
interest/s in any item/s on this agenda. You have a personal interest if
the issue being discussed in the meeting affects the well-being or
finances of you, your family or your close associates more than most
other people who live in the area affected by the issue. Personal
interests are also matters that relate to an interest you must register.
Prejudicial interests are personal interests that affect you, your
family, or your close associates in the following ways: their finances,
or regulatory functions such as licensing or planning which affect them
and which a reasonable member of the public with knowledge of the facts
would believe likely to harm or impair your ability to judge the public
interest.
If you have a personal interest you must normally declare it at the
meeting. If the personal interest arises because of your membership of
another public body, you only need to declare it if you intend to speak.
If you have both a personal and prejudicial interest you must declare it
and leave the room although you do have the same right as a member of
the public to make representations, give evidence and answer questions
about the matter.
Whenever possible, and if in doubt, advice should be sought from the
Clerk prior to the meeting.
3. MINUTES
To approve and sign the minutes of the meeting held on 14 July 2010.
4. FINANCIAL MATTERS
The Clerk will report on the schedule of payments to be made following
the meeting. A copy of the schedule is attached.
Please contact the Clerk before the meeting if you have any queries on
the items listed.
RECOMMENDATION: To approve the schedule of payments attached at
Appendix 1.
5. PLANNING MATTERS
To receive the minutes of the meeting of the Planning and Development
Committee of 19 July and 2,16 and 31 August 2010, attached giving
details of the responses sent to the District Council by the Planning
and Development Committee for endorsement.
RECOMMENDATION: To receive and adopt the minutes of the Planning
and Development Committees of 19 July and 2, 16 and 31 August 2010.

6. PLANNING APPLICATION REFERENCE Y10/0711/SH – LAND TO THE NORTH
OF HAWKINGE COMMUNITY CENTRE, HERON FORSTAL AVENUE, HAWKINGE
Erection of a 785 SqM supermarket, together with associated 75 spaces
car park (to be shared with Community Centre) access and landscaping.
The Council is requested to determine a response to this application.
7. PLANNING APPLICATION REFERENCE Y10/0738/SH – EMPLOYMENT LAND
(PLOTS 1 and 4-18) HURRICANE WAY, HAWKINGE
Outline application for a mixed use development comprising of 5800 SqM
of (B1/B8) business units, 3 two storey office buildings (B1 use)
totalling 5960 SqM of accommodation, and a retirement village (C2 use)
providing 69 cottages, 52 apartments and associated administrative and
facilities building, together with access and indicative landscaping
with all other matters reserved for future consideration.
The Council is requested to determine a response to the application.
8. PLANNING APPLICATION REFERENCE Y10/0739/SH – EMPLOYMENT LAND
(PLOTS 19-21) HURRICANE WAY, HAWKINGE
Mixed used development comprising the erection of 4, three storey blocks
providing
8 ground floor commercial units (A1, A2, A3, A5, B1 Uses) and 48, two
bedroomed apartments above, together with associated access, parking
landscaping and open space.
The Council is requested to determine a response to the application.
9. FINANCE AND GENERAL PURPOSES COMMITTEE – 25 AUGUST 2010
To receive the minutes of the Finance and General Purposes Committee of
25 August 2010.
The Committee resolved to Recommend the Parish Council to endorse a
donation to the Hawkinge Events Group of £400 to support the Fun Day in
2010.
RECOMMENDATIONS:
1. To receive the minutes of the Finance and General Purposes Committee
of 25 August 2010.
2. To make of donation of £400 to the Hawkinge Events Committee to
support the Hawkinge Fun Day 2010.
10.CHRISTMAS CAROL CONCERT ARRANGEMENTS – UPDATE
REPORT: On 14 July 2010, the Parish Council considered arrangements for
the above. Councillor Tearle said that he was arranging a Christmas
Concert for the Community Centre and would put together a programme for
the Parish Council Concert, this would include costings. The three local
primary schools have been invited and Selsted School have responded
saying they are unable to attend this year.
An update will be given at the meeting.
RECOMMENDATION: To determine the arrangements for the Christmas
Concert.
11. CHRISTMAS TREE LIGHTING ARRANGEMENTS – UPDATE
REPORT: On 14 July 2010, the Parish Council considered
arrangements for the above. Councillor T Hutt said that he was unable to
lead on this project this year. Arrangements have been put in place for
a local contractor to undertake the necessary arrangements for the
lighting of the tree, within the budget set aside for this project.
RECOMMENDATION: To note the arrangements for the provision of the
Christmas Tree.
12. PROJECT UPDATE 18
Project Update 18 including an update on the Hawkinge Football and
Sports Pavilion will be circulated at the meeting.
13. CORRESPONDENCE
Letter from KCC regarding repairs at Folkestone Household Recycling
Centre, attached.
