2. DECLARATIONS OF INTEREST
Members of the Council should disclose personal or prejudicial
interest/s in any item/s on this agenda. You have a personal interest if
the issue being discussed in the meeting affects the well-being or
finances of you, your family or your close associates more than most
other people who live in the area affected by the issue. Personal
interests are also matters that relate to an interest you must register.
Prejudicial interests are personal interests that affect you, your
family, or your close associates in the following ways: their finances,
or regulatory functions such as licensing or planning which affect them
and which a reasonable member of the public with knowledge of the facts
would believe likely to harm or impair your ability to judge the public
interest.
If you have a personal interest you must normally declare it at the
meeting. If the personal interest arises because of your membership of
another public body, you only need to declare it if you intend to speak.
If you have both a personal and prejudicial interest you must declare it
and leave the room although you do have the same right as a member of
the public to make representations, give evidence and answer questions
about the matter.
Whenever possible, and if in doubt, advice should be sought from the
Clerk prior to the meeting.
3. MINUTES
To approve and sign the minutes of the meeting held on 13 October 2010.
4. FINANCIAL MATTERS
The Clerk will report on the schedule of payments to be made following
the meeting. A copy of the schedule is attached.
Please contact the Clerk before the meeting if you have any queries on
the items listed.
RECOMMENDATION: To approve the schedule of payments attached at
Appendix 1.
5. FINANCE AND GENERAL PURPOSES COMMITTEE – 27 OCTOBER 2010
To receive the minutes of the Finance and General Purposes Committee of
27 October 2010, attached, with the exception of minute 164 which is
considered at item 6 on this Agenda.
RECOMMENDATION: To receive and adopt the minutes of the Finance
and General Purposes Committee of 27 October 2010.
6. BUDGET AND PRECEPT 2011/12
On 27 October the Finance and General Purposes Committee considered
REPORT FC/10/06 which concludes the budget-making process for 2011/12
and makes recommendations to enable the Council to set its Precept for
2011/12 and to notify the tax collecting authority in accordance with
statutory legislation.
The Committee;
RESOLVED TO RECOMMEND TO THE PARISH COUNCIL
2. To approve the Parish Council’s budget for 2010/11 as set out in
REPORT FC/10/06.
3. To confirm the Precept for 2010/11 in the sum of £110,000 in
accordance with the provisions in Sections 39, 41 and 50 of the Local
Government Finance Act 1992.
4. To authorise the Chairman of the Parish Council to sign the Precept
demand on the District Council.
7. TRANSPORTATION PROJECTS
REPORT PC/10/04 provides a progress update of the two schemes
highlighted by the Parish Council using Section 106 Monies allocated for
transportation projects in Hawkinge.
8. PROJECT UPDATE 20
Update number 20 which gives updates on the Parish Council’s Projects
will be circulated at the meeting.
RECOMMENDATION: To receive and note the Update 20.
9 HAWKINGE COMMUNITY FOOTBALL AND SPORTS TRUST – UPDATE 3
Update 3 attached is a joint update to the Parish Council and the
Hawkinge Community Football and Sports Trust which gives details on the
progress of the project.
RECOMMENDATIONS:
1. To receive and note Update Number 3.
2. To note the arrangements made by the Hawkinge Community Football and
Sport Trust for the maintenance and caretaking of the Ground.

PLANNING MATTERS
To receive the minutes of the meeting of the Planning and Development
Committee of 11 and 25 October 2010, attached giving details of the
responses sent to the District Council by the Planning and Development
Committee for endorsement.
RECOMMENDATION: To receive and adopt the minutes of the Planning
and Development Committees of 11 and 25 October 2010.
