Minutes of a meeting of Hawkinge Town Council
Held at: Hawkinge Community Centre
Date: 14 December 2011



Present: Councillor D Callahan (Town Mayor), Councillors, B Fletcher, J Heasman, N Hilditch, G Hodgson, T Hutt, R Lawford, D D Monk and G Ward.

Apologies for Absence: None
Officer Present: Mrs Tina Wiles Town Clerk and Peter Setterfield Assistant to the Clerk

There were no questions from the public.

1020. DECLARATIONS OF INTEREST

Councillor G Hodgson declared a prejudicial interest in minute number 1023 (Hawkinge Community Football and Sports Trust) and was absent from the meeting during discussion and voting on this item.

Councillor R Lawford declared a personal interest in minute number 1023 (Hawkinge Community Football and Sports Trust) as he is Chairman of Hawkinge Youth Football Club. He remained in the meeting and took part in the discussions and voting on this item.

1021. MINUTES

The minutes of the meeting held on 9 November 2011 were submitted, approved as a correct record and signed by the Town Mayor.

1022. FINANCIAL MATTERS


The schedule of payments to be made following the meeting had been circulated with the Agenda. A copy of the schedule is attached as Appendix 1.
The Clerk reported that The Audit Commission had responded with regard to the increased audit fee for 2010/11 and confirmed there is no reduction available in respect of this payment.

RESOLVED: To receive and adopt the schedule of payments attached at Appendix 1 with the addition of cheque 2253 to the Audit Commission.

HAWKINGE COMMUNITY FOOTBALL AND SPORTS TRUST
The Council considered a request from the Trust to enable it to purchase a boot cleaner and bins for the Pavilion. The provision of the boot cleaner was removed from the original contract along with a kitchen barrier. These are essential items and the Caretaker is having to spend longer than was intended in cleaning the Pavilion following matches due to the levels of mud being walked into the Pavilion and the level of litter being deposited on the floors due to the absence of suitable receptacles.
The sum of £500 will allow for the provision of these purchases which will assist the Trus by way of reducing cleaning costs. The absence of litter on the floor will also enhance the appearance of the venue to potential hirers and the kitchen barrier is required to comply with health and safety regulations.

FINANCE AND GENERAL PURPOSES COMMITTEE – 23 NOVEMBER 2011
To receive the minutes of the Finance and General Purposes Committee of 23rd November 2011, with the exception of minute 259, Budget and Precept.

RESOLVED: To receive and adopt the minutes of the Finance and General Purposes Committee of 23 November 2011 with the exception of minute 259, Budget and Precept

BUDGET AND PRECEPT 2012/13
REPORT PC/11/16 concludes the budget-making process for 2012/13 and makes recommendations to enable the Council to set its precept for 2012/13 and to notify the tax collecting authority in accordance with statutory legislation.

RESOLVED:

To receive and note Report PC/11/16
To approve the Town Council’s budget for 2012/13 as set out in the appendix to Report PC/11/16.
To confirm the Precept for 2012/13 in the sum of £121,400 in accordance with the provisions in Sections 39, 41 and 50 of the Local Government Finance Act 1992.
To authorise the Town Mayor to sign the Precept demand on the District Council.

HOUSEHOLD WASTE RECYCLING CENTRE SERVICE
REPORT The future of the Household Waste Recycling Service provided by Kent County Council for use by Kent householders is under review. The aims of the review are to identify the right level of household waste recycling service for Kent residents at the right cost, and making sure it is fit for purpose and fit for the future.

A Public consultation is being held which provides everyone in Kent with the opportunity to contribute to the decision-making process. The proposals could have direct impact on the site at Hawkinge and the consultation document refers directly to this site. The consultation closes on 9th February 2011.

The Town Council is organising a petition against the proposed closure of the Hawkinge site.

RESOLVED:

To hold a Public Meeting on Tuesday 10th January 2012, to be Chaired by Councillor David Callahan, commencing at 7.30pm in Hawkinge Community Centre to discuss the Council’s response to the consultation.


To invite surrounding Parish Council’s, community groups and local residents and users to attend and give their views in order that these can be included in the Town Council’s response.
 

To approve the petition.

1027. PLANNING MATTERS

The minutes of the meeting of the Planning and Development Committee of 15 November 2011 listing the planning applications received since the last meeting of the Council were presented giving details of the responses for endorsement, sent to the District Council by the Planning and Development Committee.
