Minutes of a meeting of Hawkinge Parish Council
Held at: Hawkinge Community Centre
8 December 2010

Present: Councillor D Callahan (Chairman), Councillors N Hilditch, G Hodgson, T Hutt and C D Tearle

Apology for Absence: Councillor Ms J Brisley (unwell), John Heasman (personal), Mrs P Meloy (unwell), and T Ollerenshaw.

Officer Present: Mrs Tina Wiles (Clerk) Peter Setterfield (Assistant Clerk)

There were no questions from the public.

889. DECLARATIONS OF INTEREST


There were no declarations of interest.

890. MINUTES


Minutes of the meeting held on 10 November 2010 were submitted, approved as a correct record and signed by the Chairman.

891. FINANCIAL MATTERS


The Clerk circulated the schedule of payments to be made following the meeting. A copy of the schedule is attached as Appendix 1.

RESOLVED: To receive and adopt the schedule of payments attached at Appendix 1.

892. FINANCE AND GENERAL PURPOSES COMMITTEE – 24 NOVEMBER 2010


The minutes of the Finance and General Purposes Committee of 24 November 2010 were presented. The Clerk said there was additional information relating to minute 174, Land at Hawkinge Community Centre, this was contained in an exempt information addendum which was circulated at the meeting.

3. To approve the letter from Kingsfords Solicitors dated 7th December 2010.
4. To note the Council has sufficient reserves to contribute to any legal costs which may become applicable should the case come before the court.

893. BUDGET AND PRECEPT 2011/12


REPORT PC/10/06 concludes the budget-making process for 2011/12 and makes recommendations to enable the Council to set its Precept for 2011/12 and to notify the tax collecting authority in accordance with statutory legislation.

1. To receive and note REPORT PC/10/06
2. To approve the Parish Council’s budget for 2011/12 as set out in REPORT PC/10/06.
3. To confirm the Precept for 2011/12 in the sum of £110,000 in accordance with the provisions in Sections 39, 41 and 50 of the Local Government Finance Act 1992.
4. To authorise the Chairman of the Parish Council to sign the Precept demand on the District Council.

894. PROJECTS UPDATE 21


Projects update number 21 was presented by the Clerk, a copy is attached.

895. HAWKINGE COMMUNITY FOOTBALL AND SPORTS TRUST – UPDATE 4


Update 4 was presented which detailed the progress of the project.

896. PLANNING MATTERS


The minutes of the meetings of the Planning and Development Committees of 8 and 22 November 2010 listing the planning applications received since the last meeting of the Council were presented giving details of the responses for endorsement, sent to the District Council by the Planning and Development Committee.
