Hawkinge Parish Council minutes of monthly meeting held at Hawkinge Village Hall  - 10 June 2009


Present: Councillor D Callahan (Chairman), Councillors G Hodgson, T Hutt, Mrs P Meloy, T Ollerenshaw and C D Tearle

Apologies for Absence: Councillor Ms J Brisley (unwell) J Heasman (unwell) and P Smith

Officer Present: Mrs Tina Wiles (Clerk)

There were no questions from the public.

726. DECLARATIONS OF INTEREST

Councillors D Callahan, T Hutt, Mrs P Meloy and C D Tearle declared a personal interest in minute 731 (Report of the Representative of the Community Centre). Their interest arose because they were Directors on the Community Centre Board.

727. MINUTES

Minutes of the meeting held on 13 May 2009 were submitted, approved as a correct record and signed by the Chairman.

728. FINANCIAL MATTERS

The Clerk circulated the schedule of payments to be made following the meeting. A copy of the schedule is attached as Appendix 1.

Purchase of Safety Scheme Goalposts at the Football Ground.

As part of the provision of changing rooms project the Finance and General Purposes Committee and the Football Review Group have considered the purchase of new goal posts under the Goalpost Safety Scheme Grant Fund. Applications are welcome from FA affiliated clubs, local authorities and other community groups and are subject to 50% grant funding from the FA.

The goal posts will offer significant benefits to the use of the ground as they are able to be rotated allowing more even use of the ground.

The Parish Council is asked to consider the purchase of 2 sets of goalposts at £1,236.25 each (the cost shown includes the 50% grant funding.)

729. FINANCE AND GENERAL PURPOSES COMMITTEE – 8 JUNE 2009

The Council received the minutes of the Finance and General Purposes Committee of 8 June 2009.

RESOLVED:

1. To receive and note the minutes of the Finance and General Purposes Committee of 8 June 2009.

(Voting: For 5; Against 0; Abstentions 1)

730. PROVISION OF COMMUNITY FACILITIES UPDATE NUMBER 5

Update Number 5 was presented at the meeting which included the progress of Frank and Betty’s Field. The Council noted that the Trust Documentation has been received by the Council’s solicitor, including the Land Registry Transfer Document TR1 relative to the gift to the Parish Council from Reverend Downing and Mrs Whittome. The document requires two signatures from the Parish Council. Once the documentation has been signed the next stage will be for the Parish Council’s solicitor to proceed with the registration at the Land Registry. A copy of the update is attached.

2. To authorise the Chairman, Councillor David Callahan and the Vice-Chairman, Councillor T Hutt to sign the Land Registry Transfer Documentation.

731. REPORT OF THE REPRESENTATIVE ON THE COMMUNITY CENTRE BOARD

Councillor Tearle, the Council’s representative on the Community Centre Board said that the Community Centre Board would be holding its AGM on 12 June 2009 and that there were two vacancies on the Board. He said that the accounts had been prepared, agreed and certified by the auditor. He said that the evidence proved that the Community Centre now had a positive future.

732. PLANNING MATTERS

The list of planning applications received since the last meeting was reported giving details of the responses sent to the District Council by the Planning and Development Group for endorsement.

Local Development Framework Public Consultation

The Clerk reported that consultation documentation in respect of the Local Development Framework had been received. The date for the consultations to be returned to the District Council is 24 July 2009. The Council noted that a response had already been submitted in respect Hawkinge being included as a “town”. It was noted that the LDF paper work would be circulated to the Planning and Development Committee for its views and that these would be formulated and returned to the District Council.

The Clerk also reported that Tree Preservation Order Number 24 of 2008 (Land at 45 The Street, Hawkinge) had been confirmed without modification.

1. To receive and endorse the responses of the Planning and Development Group detailed appendix 2.

2. To ask the Planning and Development Committee to prepare a response to the public consultation on the Local Development Framework.

3. To note the confirmation of TPO 24 of 2008 (Land at 45 The Street, Hawkinge).

733. CORRESPONDENCE

One item was reported at the meeting.

The Report of the Community Warden for April 2009 was circulated at the meeting.
