Minutes of a meeting of Hawkinge Parish Council
Held at: The Village Hall, Hawkinge

Date: 3 March 2008

Present: Councillor D Callahan (Chairman), Councillors Ms J Brisley, G Hodgson, T Hutt, Mrs P Meloy, J Punnett, P Smith and C D Tearle
Officer Present: Mrs Tina Wiles (Clerk)


574. DECLARATIONS OF INTEREST

Councillor G Hodgson declared a personal interest in minute 575, (Review of the Football Project) His interest arose as he assisted the Hawkinge Youth Football Club, who were regular users of the ground. He was also the Parish Council’s representative on the Hawkinge Sports Association. He remained in the meeting and took part in the voting on this item.

575. REVIEW OF THE FOOTBALL PROJECT

REPORT PC/07/05 is the Report of the Finance and General Purposes Committee and gives details and recommendations of the Committee following its review of the Football Project.

The Parish Council considered in detail the recommendations of the report and asked questions.

Proposed by Councillor C D Tearle

Seconded by Councillor T Hutt and

RESOLVED:

1. To disband the Sports Association as requested by the Sports Association, six months notice commencing 1 March 2008.

2. To cease negotiations with Kent County Football Association for a grant for changing rooms on the Parish Council Sports Ground at Cricketers Close.

3. To agree in principle to lease the Sports Ground to Hawkinge Youth Football Club for a two year period commencing 1 August 2008 on a condition that no permanent structure or development takes place on the ground without the consent of the Council.

4. To review the audited accounts, financial position of the Hawkinge Youth Football Club and the status of the Council’s asset in 12 months and at the end of the two year period with a view to the renewal of the lease.

5. To monitor the use of the ground by requesting that quarterly reports from the designated lead member with responsibility for the Sports Ground be presented to the Finance and General Purposes Committee.

6. To task the Finance and General Purposes Committee to arrange the lease of the ground.

576. EXCLUSION OF THE PUBLIC

Proposed by Councillor D Callahan

Seconded by Councillor T Hutt and

RESOLVED: To exclude the public from the meeting for the following item of business on the ground that it involves the likely disclosure on exempt information as defined in paragraph 3 of schedule 12A of the Local Government Act 1972.

(Voting: For 8, Against 0, Abstentions 0)

577. PARISH MAINTENANCE CONTRACT FOR THE SPORTS GROUND

A confidential addendum to report PC/07/05 was circulated at the meeting. The report evaluated the tenders received and made recommendations for the award of the contract for 2008/09.

Seconded by Councillor T Hutt and

RESOLVED:

1. To receive and note the report

2. To award the contract for maintenance of the Sports Ground 2008/09 to contractor number 4.
