Minutes of a meeting of Hawkinge Parish Council
Held at: The Village Hall, Hawkinge

Present: Councillor D Callahan (Chairman), Councillors Ms J Brisley, G Hodgson, T Hutt, Mrs P Meloy, J Punnett, P Smith and C D Tearle

574. DECLARATIONS OF INTEREST

Councillor G Hodgson declared a personal interest in minute 578, (Annual Parish Meeting) as he is the Council’s representative on the Board of Trustees of the Community Centre, he remained in the meeting and took part in the voting on this item.

575. MINUTES

Minutes of the meeting held on 13 February 2008 were submitted, approved as a correct record and signed by the Chairman.

576. FINANCIAL MATTERS

The Clerk circulated the schedule of payments to be made following the meeting. A copy of the schedule is attached as Appendix 1.

RESOLVED:

1. To receive and adopt the schedule of payments attached at Appendix 1.

577. MINUTES OF THE FINANCE AND GENERAL PURPOSES COMMITTEE – 25 FEBRUARY 2008

To receive the minutes of the Finance and General Purposes Committee of 25 February 2008 which had been circulated with the agenda.

RESOLVED: To receive and note the minutes of the Finance and General Purposes Committee of 25 February 2008.

(Voting: For 7; Against 0; Abstentions 1)

578. ANNUAL PARISH MEETING – WEDNESDAY 23 APRIL 2008

Proposed by Councillor P Smith

Seconded by Councillor C D Tearle and

RESOLVED: To hold the Annual Parish Meeting on Wednesday 23 April at 7pm, in the Village Hall, Canterbury Road.

(Voting: For 5; Against 1; Abstentions 2)

579. PROVISION OF ALLOTMENT

REPORT PC/07/06 gives information about a possible site for the provision of an allotment within the village.

Proposed by Councillor C D Tearle

Seconded by Councillor P Smith and

RESOLVED:

1. To receive and note the report.

2. To support Hawkinge Allotment Society with its request for the use of the land off Cricketers Close for an allotment.

3. To appoint Councillor Hutt as Lead Councillor with responsibility for Allotments.

580. PLANNING MATTERS

1. The list of planning applications received since the last meeting was reported giving details of the responses sent to the District Council by the Planning and Development Group for endorsement.

1. To receive and endorse the responses of the Planning and Development Group detailed appendix 2.

581. CORRESPONDENCE

The following items were reported at the meeting:

.i Selection of Town/Parish Council Representatives on the Standards Committee A letter from Shepway District Council had been received about the above. The current procedure is that all town and parish councils put forward nominees, who are then interested by the District Councillors on the Committee who then make recommendation of the filling of places to the full Council.

The Kent Association of Local Council support the replacement of the interview process with the election process. The Parish Council considered the changes it would prefer.

RESOLVED: To respond to Shepway District Council supporting the election of nominees to the Standards Committee in place of the current interview process.

(Voting: for 8, Against 0, Abstentions 0)

.ii Girlguiding – Thank you letter to Chairman for attending the Thinking Day celebrations at Hawkinge Community Centre on 17 February 2007.

.iii Action with Communities in Rural Kent – Confirmation of Defra Parish Plan Grant of £2,435.

.iv Communication from ex-councillor Keven Avery saying that he no longer wishes to be the Parish Council’s Website Co-ordinator and he had returned the maintenance manual. The Clerk asked for another volunteer and the invitation was extended to members of public in the audience. No offer of assistance was forthcoming. The Clerk said that she would contact KCC and arrange for some training and when she had details would notify the Council. In the meantime the Website would not be updated.

.v A letter from Hawkinge Sports Association regarding temporary changing rooms at the sports ground. This item was on the agenda of the Finance and General Purposes Committee of 19 March 2008.

.vi Report of the Community Warden for March 2008.

Other correspondence is in the correspondence folder which is available to all councillors in the Hawkinge Community Office.
