What exactly do we get for our rates?

I wonder how the figure of 36% take up is calculated?

Does it take into account for instance, all those who live in flats and maisonettes? Does it also take into account the fact that when new, there simply weren't enough brown bins to go around?

With the council tax at its current rate, we are already paying for this service. In addition, I spend at least three mornings per week cleaning up the street outside my house; this is required especially on a day when the dustmen make a collection.

Very often the collection results in waste material being scattered over a large part of the road and the chaps rarely stop and pick up the mess they have made. We also suffer, frequently, from the collection starting too early (before 7:30am).

What exactly do we get for our rates?
