Hawkinge Parish Council Minutes

Minutes of a meeting of Hawkinge Parish Council

Held at: The Village Hall, Hawkinge

Date: 12 December 2007 at 7.30pm

Present: Councillor D Callahan (Chairman), Councillors Ms J Brisley, J Heasman, T Hutt, J Punnett and P Smith.

Apology for Absence: Councillor G Hodgson (Family Bereavement)

OPEN MEETING

PUBLIC QUESTION AND ANSWER SESSION

Question 1 was about what progress had been made for the provision of allotments with particular reference to the Siskin Close development.

Question 2 was about the cost of the provision of the buffer strip at De Havilland Close and how this would be paid for.

Question 3 was also about the buffer strip and a copy of the question was circulated prior to the meeting.

546. DECLARATIONS OF INTEREST

Councillors Ms J Brisley and J Punnett declared a personal interest in item 554. ii (request for finance from Village Hall Management Committee) as they are the Parish Council nominated representatives on the Committee they remained in the meeting and took part in the discussion and voting on this item.

Councillor J Heasman declared a personal interest in item 554. ii (request from Village Hall Management Committee) as he is a Trustee of the Management Committee he remained in the meeting but did not take part in the discussion and voting on the item.

547. MINUTES

Minutes of the meeting held on 14 November 2007 were submitted, approved as a correct record and signed by the Chairman.

548. FINANCIAL MATTERS

The Clerk circulated the schedule of payments to be made following the meeting. A copy of the schedule is attached as Appendix 1.

1. To receive and adopt the schedule of payments attached at Appendix 1.

549. MINUTES OF THE FINANCE AND GENERAL PURPOSES COMMITTEE – 21 NOVEMBER 2007

To receive the minutes of the Finance and General Purposes Committee of 21 November 2007 which had been circulated with the agenda.

1. To receive and note the minutes of the Finance and General Purposes Committee of 21 November 2007.

550. PLANNING AND DEVELOPMENT COMMITTEE – 21 NOVEMBER 2007

To receive and endorse the minutes of the Planning and Development Committee of 21 November 2007 which has been circulated with the agenda.

1. To receive and endorse the minutes of the Planning and Development Committee of 21 November 2007.

551. COMMUNITY SERVICES ADVISORY COMMITTEE - 26 NOVEMBER 2007

To receive the minutes of the Community Services Advisory Committee of 26 November 2007.

RESOLVED:

1. To receive and adopt the minutes of 26 November 2007.

2. To make a donation of £118.13 to HEdGe, which is the cost of the Group’s annual insurance.

552. BUDGET AND PRECEPT 2008/09

REPORT PC/07/01 concludes the budget-making process for 2008/09 and makes recommendation to enable the Council to set its Precept for 2008/09 and notify the tax collecting authority in accordance with statutory legislation.

RESOLVED:

1. To receive and note Report PC/07/01.

2. To approve the Parish Council’s budget for 2008/09 as set out in the appendix attached to the report.

3. To confirm the Precept for 2008/09 in the sum of £77,252 (£31.21 at Band D) in accordance with the provisions in Sections 39, 41 and 50 of the Local Government Finance Act 1992.

4. To authorise the Chairman of the Parish Council to sign the Precept demand on the District Council.

(Voting: For 5; Against 0; Abstentions 1)

553. SECTION 106 MONIES UPDATE

REPORT: On 24 July 2007, minute 496, the Parish Council resolved to provide a footpath at the rear of the properties in De Havilland Close. On 25 July 2007, the Parish Council met with the District Council and requested that this resolution be implemented. The District Council said that the expense of the provision of the path would be met from Section 106 monies available in Hawkinge.

The District Council has confirmed that the cost of the provision of the path is as follows:

Creation of access way including landscaping and fencing to amended buffer strip at rear of De Havilland Close - £7000
Creation of access way, landscaping and fencing for the remainder of buffer strip - £8000.

The District Council at the same meeting notified the Parish Council of its intention to provide improvements to the footpath at the side of the partnership Office.

The District Council has confirmed that the cost of this is as follows:

New set of steps at rear of Partnership Office - £4000
Footpath linking new steps to Blenheim Drive - £10,000

On 10 October 2007, minute 519, the Parish Council resolved to arrange for a new footpath to be provided to extend the existing path and cycle path across the village hall car park.

The District Council has confirmed the cost of this to be £10,000.

The Parish Council considered the costs and requested a full breakdown of what would be provided for the £8,000 for the creation of access way, landscaping and fencing for the remainder of the buffer strip at the rear of De Havilland Close.

1. To receive and note the cost of the items and to progress with each.

2. To ask the Clerk to ask for a full breakdown of costs relating to the creation of an access way, landscaping and fencing for the remainder of the buffer strip at De Havilland Close.

554. CORRESPONDENCE

The following items were reported at the meeting:

.i Letter from Churchill School re Carol Concert

The letter explained why the school was not represented at the above concert and made a complaint about a comment made in respect of this absence.

RESOLVED:

1. To ask Councillors J Heasman and Tony Hutt to apologise unreservedly for any offence given.

2. To ask the school to note that Councillor J Heasman was not speaking on behalf of the Parish Council but in his private capacity as organiser of the event.

3. To review the arrangements for future Christmas Carol Concerts.

(Voting: For 5; Against 0; Abstentions 0)

ii) Letter from Village Hall Management Committee

The letter requested a donation towards the costs of electricity in respect of the exterior lights fitted by the Parish Council to the northern wall of the village hall.

1. To make a donation of £30 towards the cost of electricity in respect of the exterior lights and to consider any future requests when they are received.

iii) Report of the Community Warden December 2007

The Report of the Community Warden was circulated at the Meeting.

iv) Letters re De Havilland Close Buffer Strip

Letters from Mrs J James, Mr P Brun and Mr J Fletcher regarding the above were reported. These had been dealt with as part of minute 553.
