Parish council react quickly to bollards meeting

Angry parish councillors have reacted swiftly after district councillor David Godfrey allegedly called a meeting with the Hawkinge Partnership Board, which did not include the Hawkinge Parish Council.

The Parish Council, which has already held its monthly meeting in July will now be forced to sit again next week after another was hurriedly arranged.

Cllr John Heasman claimed that Cllr Godfrey had called his meeting to discuss the Webster Way bollards, the DeHavilland Close buffer strip and 106 monies.

Both Cllr Heasman and Cllr Tony Hutt believe that as the legally elected representatives of the village, the Parish Council should in the first instance have been invited to Cllr Godfrey's meeting and not the Hawkinge Partnership.

The Parish Council meeting, which is open to the public will be held on Tuesday 24 July 2007 at Hawkinge Village Hall.

You are requested to attend a Special meeting of the PARISH COUNCIL requested under paragraph 45 of the Parish Council’s approved standing orders, to be held on TUESDAY 24 JULY 2007 at 7.30pm in the Village Hall, Canterbury Road, Hawkinge.

Members of the Parish Council should disclose personal or prejudicial interest/s in any item/s on this agenda. You have a personal interest if the issue being discussed in the meeting affects the well-being or finances of you, your family or your close associates more than most other people who live in the area affected by the issue. Personal interests are also matters that relate to an interest you must register. Prejudicial interests are personal interests that affect you, your family, or your close associates in the following ways: their finances, or regulatory functions such as licensing or planning which affect them and which a reasonable member of the public with knowledge of the facts would believe likely to harm or impair your ability to judge the public interest. If you have a personal interest you must normally declare it at the meeting. If the personal interest arises because of your membership of another public body, you only need to declare it if you intend to speak. If you have both a personal and prejudicial interest you must declare it and leave the room although you do have the same right as a member of the public to make representations, give evidence and answer questions about the matter.
Whenever possible, and if in doubt, advice should be sought from the Clerk prior to the meeting.

That an invitation to a meeting called by District Councillor David Godfrey and extended to the Hawkinge Partnership Board should have been directed in the first instance to the Members of the Hawkinge Parish Council who are the legally elected members of the council, who were elected by the people of Hawkinge to represent them in these matters.
