Yes, the dreaded 'Buffer Strip' again!

A message to' puzzled Peter'.

There was indeed an agricultural fence along this land before the road was there, and the remains of it are indeed still there farther along towards Killing Wood. However, the present fence was erected originally by the builders of the houses to delineate the 6 metre buffer strip which was specified by the Planning Consent for the houses. Some of the original residents, who still live here, remember conversations with the developers regarding this fence and the planting within it - which of course never took place.

People have, indeed, been walking within this 6 metres from the Swann Way end behind the bund, but have had to break the fence down at the end of the bund in order to get out onto the escarpment to continue their walk, as the fenced in area is in fact a dead end. That is what I meant when I said that people had walked outside the perimeter along 'most of its length'.

With all due respect to puzzled Peter, I have lived here for over 7 years, and unlike him, view this area at all times of the day and evening, throughout the year, and I am, I would venture to say, more qualified than he to comment on the land's use, and mususe, by certain members of the public. Again, I categorically say that it is only for the last year that I have had to put up with some people traipsing past my garden fence, trampling on plants along my fence and on the strip with their feet and walking sticks etc, and allowing their dogs to foul the area. I have also been verbally abused on occasions, as have some of my neighbours. We have reported several incidents to the police.

That is why I have been quietly dealing with the Council, and will continue to do so until the matter has been resolved.

Dear Editor,

I have always considered that people in our area were honest and truthful and, refering to the correspondence on "the lost footpath", I pondered on why people could categorically state that people had always walked outside the area that has recently been refenced. Then the penny dropped. After walking from Swann Way we were indeed inside the buffer zone and hence my equally categorical statement that I had never walked outside this zone. However at the end of the bank where the ground becomes level the path does veer outside the buffer zone bypassing initially three houses until this gap was closed and someone created a new opening a house width nearer to Swann Way. So there we are - we did walk outside the newly fenced off area, but for only a fraction, not the majority, of its length. We cannot now safely reach this area from Swann Way unless we are fit and wear ankle supporting boots.

In the same way that it is a priviledge to walk round Reinden Wood or over Castle Hill, it was a priviledge to walk this path especially in the direction of Killing Wood. It was a joy to have the view of the Downs gradually emerge and to overlook Folkestone and the sea and it is the best place I know to hear the song of the Skylarks. To lose this experience is truly sad and that is why the matter has been raised. I too am in correspondence with the council on the matter as are some others. If this is a few or a lot I do not know. It is for others to decide if it is an "out of proportion response". I assume that some representation stimulated the Council to act in the way it has. Perhaps that may have been out of proportion.
