You are requested to attend a meeting of the PARISH COUNCIL to be held on WEDNESDAY 10 OCTOBER 2007 at 7.30pm in the Village Hall, Canterbury Road, Hawkinge.

OPEN MEETING

The Chairman will take questions from parishioners. The number of speakers will be limited to five (time limit 3 minutes).

1. APOLOGIES FOR ABSENCE

2. DECLARATIONS OF INTEREST

Members of the Committee should disclose personal or prejudicial interest/s in any item/s on this agenda. You have a personal interest if the issue being discussed in the meeting affects the well-being or finances of you, your family or your close associates more than most other people who live in the area affected by the issue. Personal interests are also matters that relate to an interest you must register.

Prejudicial interests are personal interests that affect you, your family, or your close associates in the following ways: their finances, or regulatory functions such as licensing or planning which affect them and which a reasonable member of the public with knowledge of the facts would believe likely to harm or impair your ability to judge the public interest.

If you have a personal interest you must normally declare it at the meeting. If the personal interest arises because of your membership of another public body, you only need to declare it if you intend to speak. If you have both a personal and prejudicial interest you must declare it and leave the room although you do have the same right as a member of the public to make representations, give evidence and answer questions about the matter.

Whenever possible, and if in doubt, advice should be sought from the Clerk prior to the meeting.

3. MINUTES

To approve and sign the minutes of the meeting held on 12 September 2007.

4. SPORTS AND ACTIVITIES WORKSHOP DAY 8 SEPTEMBER 2007 - INTERIM PRESENTATION

On 8 September 2007 the Parish Council undertook a major consultation with the assistance of a sports consultant, Penny Matkin, and Len Mayatt, Sports Development Manager from Shepway District Council.

Penny and Len have been invited to give a short presentation on the results of the consultations. The full report will be available towards the middle of October.

5. FINANCIAL MATTERS

The Clerk will report on the schedule of payments to be made following the meeting. A copy of the schedule is attached.

To review the existing Bank Mandate and add new signatories.

Please contact the Clerk before the meeting if you have any queries on the items listed.

RECOMMENDATION: To approve the schedule of payments attached at Appendix A.


6. RELOCATION OF PARISH COUNCIL MEETINGS TO THE COMMUNITY CENTRE

To consider relocating the Parish Council meetings to the Community Centre, with a revised meeting time of 7pm, with effect from November 2007.

An update will be given at the meeting.

RECOMMENDATIONS:

1. To determine if the Parish Council wishes to meet in the Community Centre with the effect from November 2007.

2. To revise the meeting time to commence at 7pm.

8. REVIEW OF MEMBERSHIP ON FINANCE AND GENERAL PURPOSES COMMITTEE

To review the membership of the Committee appointed by the Council on 27 June 2007.

9. FINANCE AND GENERAL PURPOSES COMMITTEE – 26 SEPTMBER 2007

To receive the minutes of the Finance and General Purposes Committee of 26 September 2007, minutes attached. (click here)

The Committee considered Report FC/07/03 budget monitoring report and as part of this, RESOLVED TO RECOMMEND COUNCIL:

1. To receive the minutes of the Finance and General Purposes Committee held of 26 September 2007.

2. To request Kent County Council to remove one parking place on Canterbury Road situated on the right hand side of the car park to increase vision as vehicles exit.

3. To ask the Parish Council to contact Shepway District Council to arrange for a new footpath to be provided to extend the existing path and cycle path across the village hall as detailed in the consultation with villagers on 8 September 2007.

4. To fill in the potholes, to provide adequate signage and lighting on the route of the footpath/cycle path to be provided, to cut back the trees at the rear of the car park, to provide white sleeves and reflectors on the posts in the vicinity of the entrance to the village hall.

5. To ask the Community Services Advisory Committee to look at future car park usage and asset management.

10. COMMUNITY SERVICES ADVISORY COMMITTEE

To receive the minutes of the Community Services Advisory Committee of 24 September 2007 attached. The Committee considered the arrangements for Christmas Lights within the village and the issue of dogs on the football ground and RESOLVED TO RECOMMEND TO COUNCIL:

1. To receive minutes of the Community Services Advisory Committee held on 24 September 2007.

2. To provide a large village Christmas Tree with lights on the green outside the National Westminster Bank.

3. To put up a notice up saying “All dogs to be kept on and lead and on the route of the footpath and please clean up dog mess.

4. To ask the Clerk to write to the Kent County Council footpaths officer asking that the route of the path, since its recent diversion be clearly marked out.

5. To contact the District Council footpaths officer asking him to investigate if the correct line of the path is clearly visible to users and if necessary to provide directional signs.

11. 2008/09 BUDGET PROGRESS UPDATE

It is anticipated that the base budget will be placed before the Finance and General Purposes Committee on 17 October 2007. The Committee will then make recommendations in accordance with its terms of reference, for the inclusion of growth items to be included in the 2008/09 budget. The budget will then be placed before the Parish Council at its meeting in November 2007.

The Community Services Advisory Committee has submitted its bids for growth items for consideration by the Finance and General Purposes Committee. The budget process is on course for precepting the District Council in January 2008.

RECOMMENDATION: To receive and note the report.

12. PARISH COUNCIL REPRESENTATIVE ON THE HAWKINGE PARTNERSHIP BOARD – SUSTAINABILITY WORKING GROUP

Councillor Keven Avery is the Parish Council’s representative on the Hawkinge Partnership Board and in this capacity is the representative on the Sustainability Working Group. Councillor Mrs James is the named deputy. Councillor Avery will be handing this responsibility to Councillor Mrs James with immediate effect.

RECOMMENDATION: To receive and note the report.

13. PLANNING MATTERS INCLUDING APPLICATION Y07/1089/SH PLOTS 2&3 HURRICANE WAY, HAWKINGE

1. The list of planning applications received since the last meeting is attached. A report will be circulated at the meeting giving details of the responses sent to the District Council by the Planning and Development Group for endorsement.

2. To consider and respond to the planning consultation in respect of a major planning application at Plots 2 & 3 Hurricane Way, Hawkinge. Outline application for erection of a care home to provide approximately 80 bedrooms and 32 suites of extra care accommodation together with associated parking and creation of new vehicular access and new estate road. The Plans are currently in the Hawkinge Partnership Office and are available for Councillors to view prior to the meeting.

2. To consider any other planning applications received and other planning matters.

4. To approve the suggested road names for Terlingham 3B development attached.

5. To note Tree preservation order number 13 of 2007 (Land at Spitfire Leisuredrome, Aerodrome Road, Hawkinge , attached.

RECOMMENDATIONS:

1. To receive and note the responses of the Planning and Development Group detailed in the report.

2. To formulate the Parish Council’s response to the major planning application at 2&3 Hurricane Way.

3. To approve and adopt the suggested road names for Terlingham 3B as detailed in consultation letter dated 24 September 2007.

4. To endorse the responses of the Planning and Development Group detailed in the schedule circulated with the agenda.

5. To receive and note TPO number 13 of 2007 (Land at Spitfire Leisuredrome, Aerodrome Road, Hawkinge.

14. CANTERBURY ROAD PROJECT – PROGRESS UPDATE

On 12 September 2007 minute 507, the Parish Council received a report which detailed the proposals of the above project following a presentation from Gary Peak from KHS.

The Parish Council resolved to support the whole Canterbury Road scheme which included phases I and ll and the allocation of funds up to £65k from Section 106 monies to allow the scheme to proceed.

Phase ll as explained by Gary Peak involves traffic calming measures for Mill Lane and The Street, Hawkinge, which the Parish Council considered a very high priority. The Finance and General Purposes Committee and the Community Services Advisory Committees have been asked to identify other priority areas of the village where traffic calming measures are required. This information can then be given to Gary Peak and he can consider these requests as part of the phase ll enhancements.

The Parish Council has asked Gary Peak to come and present Phase ll in the same way he did Phase l and it is important that he has this information to enable him to put costs to the proposals the Parish Council wish to be included.

The Community Services Committee met on 24 September 2007 to consider this item, the Committee was unable to give an update at the meeting on sites where additional traffic calming measures were required. It was noted that this would cause a delay in passing the information on to Gary Peak resulting in a further delay in him making a presentation on Phase ll of the scheme as requested by the Parish Council. Councillors are asked to bring to the meeting any other sites within the village where traffic calming measures are required.

RECOMMENDATIONS:

1. To receive and note the report.

2. To write to Gary Peak advising him that the Parish Council requests full details of traffic calming measures for Mill Lane and The Street be included in Phase ll.

3. To identify other locations within the village where traffic calming measures are required.

15. CORRESPONDENCE

1. Letter from Tanya Clark asking Councillors to participate in the Community Litter Pick to be held on 20 October 2007. Please respond to Tanya direct.

2. A reminder from minute 511, 12 September 2007 - Letter dated 22 August from the Hawkinge Partnership is offering free training to councillors on Saturday 27 October 2007. Please inform the clerk if you would like to reserve a place. Further copy attached.

3. Letter from SDC re Shepway Community Chest 2007/08- First Round. Full application available from the Clerk.
