The Chairman will take questions from parishioners. The number of speakers will be limited to five (time limit 3 minutes).

1 Apologies 


2 Declarations of Interest

Councillors should disclose personal or prejudicial interest/s in any item/s on this agenda. Councillors with a personal interest must describe and give details of the interest. Unless the personal interest amounts to a prejudicial interest, he/she may participate fully in the meeting. A prejudicial interest is one in which a member of the public, with knowledge of the relevant facts, would reasonably regard as so significant that it is likely to prejudice a Councillor’s judgement of the public interest. Anyone with a prejudicial interest must, unless an exception applies or a dispensation has been issued, withdraw from the meeting room. Whenever possible, and if in doubt, advice should be sought from the Clerk prior to the meeting.

To confirm and sign the minutes of the meetings held on 11th October 2006 (already circulated).

5 Reports

(a) Community Liaison – Cllr. Brisley

(b) Planning and Development – Cllr. Trice

(c) Public Rights of Way – Cllr. Punnett

(d) Finance – a meeting was arranged but postponed because Cllrs. Smith and Avery

were unable to attend.



6 Other Bodies

(a) Neighbourhood Management Partnership – Cllr. Hodgson

(b) Community Centre – Cllr. Hodgson

(c) Village Hall – Cllr. Brisley 


7 Hawkinge Community Centre

(a) To receive a reply to PC letter re consultancy contract [min. 353(a)] enc.

(b) Report on a meeting scheduled for 6th November between CC Trustees, the

Partnership and representatives of the PC, SDC and KCC 


8 Village Hall Car Park – Construction of footpath

To receive a letter from Mr S. Holley, Property Manager, SDC, regarding the route and funding of the footpath/cycleway Heron Forstal to Canterbury Road with ancillary fencing adjacent to 85 Canterbury Road (24th October) copy enc. 


9 Projects Group

(a) Notes on the meeting with Mr Roger Reed, FA Regional Facilities Manager, held 

on 16th October are enclosed.

(b) The Football Project – Cllr. Trice to report

(c) Management of the ground – Cllr. Hodgson

(d) Multi Sport Complex 


10 Sports Association

To receive a letter from Hawkinge Sports Association dated 26th October (enc.) 


11 Finance

(a) Clerk to report 

(b) Budget figures for 2007/08 (to follow) - the Council must fix the precept at the

December meeting.

(c) Clerkship - to decide on a job description (hours, workplace etc.) prior to placing 

an advertisement. 

(d) Payments

To approve payment of the accounts presented at the meeting (list enc.) 


Any queries regarding accounts must be raised with the Clerk before the meeting 


12 Correspondence

(a) KCC – Programme of 63 targets entitled “Towards 2010” (enc.) 1 copy received

(b) KCC Guide to Development Contributions and the Provision of Community 

Infrastructure – consultation document (enc.)

(c) KCC – Promoting Kentcarshare in your parish (enc.)

(d) Dover D.C. – Delivering Affordable Housing through the Planning System, 

Supplementary Planning Document (SPD) (enc.) 

(e) Licensing Manager, SDC – Consultation on Gaming Act 2005 – Draft Statement 

of Principles (enc.) 1 copy received

(f) Community Action South East Kent – Trustees Conference – Tues. 21st 

November – 9 am to 12 pm Community Centre (attendance free) enc.

(g) Folkestone Ex Service Liaison Committee – Veterans Day 2007 (enc.)

List of planning applications received since the last meeting is enclosed

14 CONFIDENTIAL MATTERS

To resolve that because publicity would be prejudicial to the public interest by 

Reason of the confidential nature of business to be transacted the public (including the Press) be excluded from the meeting pursuant to the provision of sub section 100 & 102 of the Local Government Act, 1972. 


15 Sale of Leisuredrome 

Chairman to give a progress report. 


16 Any matters referred to the confidential section during the meeting.
