IS IT JUST A TALKING SHOP?

Every month without fail I read the copy of the Hawkinge local community magazine The Roundel, and the article I head for first is the report on the Parish Council by Cllr Joan Brisley. It never fails to amuse and at the same time astonish me.

In this month's edition, it is again bemoaning the lack of litter and dog waste bins, but as I see it, the Parish Council of which Joan is a member, have the powers to address this issue. I am asking myself, are the Council merely a talking shop?

This point brings me to the paragraph concerning the Hawkinge Civic Society.

Perhaps someone can tell me why it was necessary to resurrect the society after 35 years? 

Was it as I believe that there is a power vacuum at local level?

In my view the Parish Council should have been the proper place to air grievances and not the Hawkinge Civic Society. But then we are back to the first question, which again must be asked, is the Parish Council just a talking shop?
