Why did Peter need to supply bomb team with sandbags?

WHY DID PETER NEED TO SUPPLY BOMB TEAM WITH SANDBAGS?

Dear Ed

Do forgive me for my delay in responding to an article regarding Peter Smith heroically assisting an Army bomb disposal team, by supplying them with 25 bags of sand at his own expense. modules.php?op=modload&name=News&file=article&sid=2417


My in-depth knowledge of Shepway's Major Emergency Plan did not fit into this scenario. 

Within the plan there were clear lines of responsibility including the provision of sandbags, and the remit was always to keep a stockpile for the workforce to be able to utilise in case of an emergency.

I am somewhat surprised that a former Chairman of Shepway District Council, and member of the Contract Services Board whose job it was to supply men and material in event of any emergency, appeared to be unaware of this provision.
